My answer yes. Answer sheet: No-314(a)

I checked 314(a) and it says "...implemented when the Lead official moves to ball side which dictates a change of position by the Center and Trail officials."

If that's what they're after, Bob, then it's a rotten question. The ball can sit on the C side for 3 minutes, but if the Lead's asleep, you're not rotating. The ball should spur the Lead to move, but the Lead initiates the rotation.

I hope it's just a typoo, and they really meant "Yes".

Actually, I just looked up 314a in the Official's Manual and it says that the location of the ball keys the rotation. Rotten question, rotten wording. Thumbs down

Yeah I see the error of my ways now. The ball "keys" the rotation--the lead only "dictates" it.

-poorly worded question.
