I will use NFHS Rules "terminology" but the Ruling for NCAA Men's/Women's Rules would still be the same: A Player 'kicking an Opponent with a foot' is the same as 'striking an Opponent with a fist'.
Whether or not A1 makes Contact with B1, the Act is a Flagrant Foul. If Contact is made, the Foul is a Personal Foul, and if Contact is not made, the Foul is a Technical Foul. MTD, Sr.
