Duncanville leads by 2 with 12 seconds left and is called for a block. This is their 5th team fouls sending North Crowley to the line for two. However, the North Crowley player has a terrible cramp and is unable to stay in the game.

According to the announcers, Duncanville is allowed to pick the FT shooter?

Not relevant to my confusion, the kid misses both but the rebound finds it way to him to hit a 3 to win it!!

True, I think, in NCAAM for an injured player (choose from the other 4), unless there’s blood, in which case the sub shoots.

It's possible that TX uses different rules, or has a state-adoption for this.

Kick them out of the NFHS.

This is the same state where officials sound their whistles as they enter the gymnasium to avoid technical fouls for pregame dunking.

Texas plays NFHS Basketball Rules. Under certain conditions the opposing HC chooses the FT Shooter in NCAA Men's and NBA & WNBA. I would have to review my FIBA Rules but I do believe that FIBA is like NFHS and NCAA Women's.

Also, if a Flagrant foul is called, then the fouled team gets to choose as well who shoots.

The announcer probably was familiar with the NCAA rule and thought it applied here.

No I went back and looked and listened. #15 was selected off the bench. The head coach for the opposing team was arguing with the crew that he got to select the shooter. Wild to say the least.

That is bizarre. Only in NCAAM is the opposing coach allowed to select the shooter on an injury. In that case, the shooter comes from one of the players remaining on the floor, not from the bench. If the fouled player is bleeding or a victim of a flagrant (1 or 2) foul, then his coach gets to choose the shooter, including a substitute. In NBA rules, the opposing coach can select a shooter from the bench and the injured player.cannot return, unless he was the victim of a flagrant foul penalty 2.
