What state's do 3-person out there?

IN does!

Indiana does...but it's not mandatory. That said, the state tournaments are going to 3-person at the regional level games and beyond. That would be the second round and up for those of you who have different formats. In Indiana:

Sectional
Regional
Semi-State
State
