I am of the opinion that the thrower violated by bouncing the ball inbounds prior to the throw-in pass. The Trail was moving up the court inbounds and didn't see this happen behind him.
I recall a directive a few years ago to remain out of bounds on the endline and observe the throw-in.

The official must have assumed nothing bad was going to happen and just started to move up court.
