It means if there is no defender near and the player has a wide open dunk I can see passing on it. (Not calling). In this case the player got to the rim sooner by not putting it on floor. There was a defender who may have been able to make a play if the offense puts it on floor.

It would be interesting to see a super slow motion HD capture of this. This was the best I could manage pausing it but there was a moment just a split second before this where the ball looked like it was clear of the net but had upward momentum.

The ball is not even entirely through the ring at the point of this capture.
