With runners on 3rd and 2nd, the ball gets away from the catcher. Runner on 3rd starts strong to home only to retreat back to 3rd when he knows he will be out at home. Runner on 2nd runs to and is standing on third. Catcher forces runner back to 3rd and tags him out about 3 feet from 3rd base. Here is where it gets a little confusing. The catcher applies a hard, firm tag(not malicious or flagrant) and runner bumps the runner from second now standing on third off the bag. The catcher than has the wherewithal to tag that runner out. Is the runner wo was standing on 3rd considered to be forced off the bag and therefore would not be out on the tag? Or should it be considered incidental contact (part of the play) and the second out should be called?

Take 2 outs, here.
Without a penalty against the defense, it's difficult to call anything but.........

It seems to begin with that the offense should not have had 2 players in such close proximity for this to occur......

As Freix stated, it was the offense who goofed. Two outs. A hot fudge sundae to that heads-up catcher.
