NCAA has the best idea. If the batter is completely within the box and the pitch enters the box, there is no question, nor does said batter have to move. HBP

First, second and third batter hit home runs for winning team. Next pitch is a 64 mph to the mid-section of the batter. Batter takes the hit and starts to run to first. Are you going to call him back? Are you going to eject the pitcher? Guaranteed, whatever you decide there will be a coach out there that will disagree. But thats ok, the Rulebook says the batter permitted the ball to hit him. "Come back here son". Sometimes you just have to umpire .......PERIOD. |

The umpire in the op said the rule changed. Like he would have kept him at the plate under the 'old' rule.

My point was that if 64 is the best you can do, then you really aren't good enough to throw at a batter intentionally to start with.
