Babe Ruth Question

Are skull caps league in Babe Ruth? Had a game yesterday where catcher had one, we let it go but PU asked me after the game what I thought.

Association Interperator says they are, doesn't seem right since the other organizations we cover are disallowing them.

I asked a friend of mine who does a lot of BR, he says no but didn't have a reference handy. I searched the BR site and can find no way to contact anyone to ask.
