what do we do as umpires if the pitcher mound does not meet the specs. according to the rule book.It gives the specs. in the rule book but there is no penalty .This is brought up at the plate conference before the game starts .high school federation rule

Pitcher's mounds surely vary from field to field. Who is carrying a tape measure, level, etc. to confirm that it doesn't meet the NFHS specificaitons?
Why is the coach complaining? Is it a safety issue or could it become one? Don't play on it until it is repaired. Just your regular coach belly-aching? Play Ball!
