Pick-off from the windup

Is NFHS the only rules set that it is illegal to attempt a pick-off from the wind-up (without disengaged)? I know it's legal in NCAA and OBR. How about USSSA, babe ruth, etc? I can't see anywhere that it's illegal in the USSSA (base rules being OBR)

Perfectly legal under U-Trip rules, which are OBR-based rules.

FED is alone in prohiniting it.

Around here there are some "travel leagues" that use FED as their "base" rules.

Anything other than that, it's legal.
