I read in the Rule Book that the pitcher can't wear a two tone glove. But I noticed pitchers in the World Series wearing them. What does this rule actually mean?

OK,

As with many things in MLB this rule is only enforced IF there is a complaint by one of the two teams. It is much like when F3 has a foot in foul ground at the start of the play. If there is a complaint the umpires enforce the rule, to the letter, for both teams.

In the Braves game a few nights ago there was a complaint lodged about the pitcher's glove being two-toned (actually the glove had WHITE piping on it) and the PU made the pitcher change.

Showmanship by the visting team . . . sure but that is MLB.

Ask the M's Arthur Rhoades what he thinks of Omar Visquel.

If you meant the Little League WS, the LL rules allow multi-color gloves if they aren't distracting and they aren't white or gray.

as stated in the July '02 - Volume 8.4 issue of LL's Fairball newsletter:
One of the rules changes for the 2003 season is the amendment of rule 1.15-(a); which, will allow multi-colored gloves.
So, do not be surprised if you see such combinations as: black/brown, red/blue, green/gold, etc.....

Visquel????? That miserable litte $#&%head. Distracting? I'll show him distracting. One of these days I'm gonna take an earring and put it right through his tiny little poor excuse of a manly protrusion. EFF him!
