Situation: We're the away team and I pitch 6 complete innings. The score is tied at this point. In the top of the inning we score a run and take the lead. A relief pitcher comes on and holds that 1 run lead until the end of the game. Is the relief pitcher the "pitcher of record" when we take the lead? I believe the relief pitcher gets the win in this situation because I only pitched us to a tie game. Rule 10.19 doesn't clarify how to determine "pitcher of record".

Hmmm,

Why would you ask the umpire that question?

Rule 10 has nothing to do with umpiring.

You get the win - the team went ahead before the reliever came in so you were officially the pitcher then.

Rich is right, you are the pitcher of record and the relief pitcher gets a save.
