After a pitcher makes prepatory pitches and before he pitches to a batter, can the coach change pitchers? Does this count as an inning pitched?

My understanding is that he must pitch to at least 1 batter.

The starter, and any substitute pitcher, must pitch to the first batter he faces in the game (NOT inning).

For LL, warming up does NOT count as an inning pitched. The pitcher has to pitch one pitch to a batter before it counts.

(The definition of PITCH (See Rule 2.00) is that is is a pitch delivered to a batter.)
