In this case (error on a foul pop) I think so.

No one reached base so it's a perfect game.

Error charged if batter later reaches base. If not then no error.

It's an error regardless of how the AB turns out.

It's an error, but it doesn't ruin the perfect game. No batter/runner reaches first, then we have a perfecto.
