There is no such rule in any legitimate baseball rule code.

As long as the PU judges that the F1 is not intentionally pitching at the batter, it's just a HBP each time it happens.

There is such a rule in Mexican-American League adult baseball. Three batters in one inning, or four in the game total, and the pitcher must be removed. It is in the book because many of the pitchers they put in have no control at all.

Rule does not apply to American Legion Baseball.

You don't know that, unless you know every legitimate rule code. Even then, your definition of legitimate might be different than others.

For the play, what age is American Legion? Bad blood between the teams? Was the pitcher just wild? Basically a judgment call on your part.

American Legion in MN is basically high school varsity. They play modified OBR and go to pretty much straight OBR in the playoffs including no reentry and no courtesy runner. In MN they can even play w/ "super seniors" certain college freshman if they meet the age requirement.

This certainly sounds like a level where they might throw at batters. Good to hear of a league that doesn't make up their own rule set.

A Possible response

"Well, coach, ah, there is no rule about hitting three batters in a row, but if the catcher ducks and I get hit, then I'll eject him for sure. But, then I will probably have to eject you since you started the discussion the catcher overheard..... "
