Is there any rules on when a time out request is granted from the team in the field? I would assume it is only when the ball is dead or when the pitcher has has the ball at the mound.
When there is no more action on the field. And it depends why they want time out. If it's to get the ball back to the pitcher without worrying about throwing the ball away, NO.
