That's what I was going off of too.

Can anyone with the Evans balk video expand on this? I've heard that he addresses differences in rule sets, but I haven't seen the video. Has anyone else heard an interpretation that you don't have to gain ground in FED in this situation?

No. The rule is the same at all levels.
