Sound like a bad move on Dancing with the Stars by F1. Balk it on general principles, if it's ugly, Balk it! :)

just to make sure, if F1 lifts his pivot food (still in the air) and then drops the ball (before it hits the ground behind the rubber), this would be a balk, right ?

Yes, if I was sure that's what happened.

I'd give the benefit of the doubt to the pitcher (that the pivot foot touched the ground before the ball was dropped).
