This situation happened the orther night. OBR rules during a wet and rainy night. R1 on first with a left hander pitching. He sets and steps toward first but the ball slips out of his hand as it is comes forward toward first.
The team batting made some noise about a balk but they were not sure. I just signaled the runner safe when he touched first and allowed play to continue. The rule states that he has to throw to the bag he steps but it dosen't say the ball has to get there. Whats your thoughts?
