Retouch after 3rd out

Can a runner legally retouch a missed base after the 3rd out has been recorded?

Example: Bases loaded with 2 out. Batter hits a single scoring R3. R2 tries for home. R1 misses 2nd on his way to third. R2 is gunned down at the plate for the third out. R1 then realizes he should retouch and does so (after the 3rd out). The D then appeals R1's miss of 2nd.

Do you call him out and nullify the run, or has he legally retouched?

Please show any interps/rules that are applicable.

Legal

2006 BRD 313-462, pg 277. "Return was still part of the "playing action." The run scores."

Thanks! I was looking at the wrong part of my BRD.

In order to make the appeal of the missed base, the ball must be LIVE.

If the ball is LIVE, then the runners have as much right to continue playing (i.e. correct baserunning errors) as the defense has to continue playing.

Yes - he can retouch.
