Catcher Interference?

In my game the other day the B1 stood back in the box and waved his bat in a low position. As the F1 was getting ready to deliver B1 would upswing from the low position. B1's bat would hit F2's glove. I don't believe F2 was doing this intentionally as it didn't happen with any other batter, so the second time I saw it happen I called time and told F2 he had to avoid B1's bat. It did happen 2 more times but he finally figured out how to avoid the bat. Question - what is the correct procedure here?

Well at age 10-12 and under (guideline), I would handle it just as you did. I wolud let the coach know also and then explain the penalty if it does continue to happen.

Above that age it is definitely CI with a penalty. Delayed dead ball and send the batter to first unless the ball is hit and the batter acheives first base anyway.

I forgot, there is a option for the offense here. Eg. 1 out, R3 batter hits to RF and on the catch R3 tags and goes home. The offense can elect to have the out with R3 scoring or have the batter at first with R3 remaining at 3rd and still 1 out. Any runners on base only advance if forced.

I disagree. If the problem is only occuring with one batter who is using an odd positioning and routine, I suspect the batter is trying to draw this call. Kill the play when it happens. If it continues to happen, judge who is causing it (which player is not acting normally) and tell them to cut it out. This, of course, only applies to contact that occurs on the backswing.

DO NOT, call interference if the contact occurs prior to the pitch.

OBR:
Rule 7.07.
If the catcher interferes with the batter before the pitcher delivers the ball, it shall not be considered interference on the batter under Rule 6.08(c). In such cases, the umpire shall call “Time” and the pitcher and batter start over from “scratch.”

I agree and also did not read it carefully. This talked about before the pitch and not during the pitch.
