Is there a reason why the accounts of spammers can't be suspended?

If he re-registers then he must do so under a different username. So it would be tough to really verify if he is the same spammer.

I could be wrong but I thought others have been prohibited from posting. I don't know the capabilities of the software on this site but it ain't rocket science to block someone.
