"Official Baseball Rules," published by The Sporting News, is the rulebook that Major League Baseball rules are based on. It is also used by the NAPBL and many amateur leagues.

They ARE the professional rules, not just "the rules that they are based on" The book is copyrighted by the commissioner of baseball.
