Rule 8.03 - 8 preparatory pitches not to exceed one minute.

It's a combination of both. They are allowed no more than 8 preparatory pitches or 1 minute, whichever comes first.

8.03

When a pitcher takes his position at the beginning of each inning, or when he relieves another pitcher, he shall be permitted to pitch not to exceed eight preparatory pitches to his catcher during which play shall be suspended. A league by its own action may limit the number of preparatory pitches to less than eight preparatory pitches. Such preparatory pitches shall not consume more than one minute of time. If a sudden emergency causes a pitcher to be summoned into the game without any opportunity to warm up, the umpire-in-chief shall allow him as many pitches as the umpire deems necessary.

Without my rule books in front of me, technically pitchers are allowed up to eight preparatory pitches within one minute. But, since the broadcast stations rule the roost, I believe that the timeframe is "extended" a bit.

This is what the MLBUM says concerning the MLB procedure:

4.1 BETWEEN-INNING TIMINGS
The Crew Chief will designate one umpire on the crew to maintain the stop watch for timings between innings and for pitching changes. Normally, the timing is 2:05 from the last out to the first pitch the next half-inning. For ESPN, FOX Saturday afternoon, and TBS games the timing is increased to 2:25.

Public address announcers will make the lead-off batter announcement at 1:40 (2:00 for 2:25 breaks), which is the plate umpire's cue to indicate "one more pitch" to the pitcher and prompt the on-deck batter to approach home plate.

The umpire keeping the watch should give the plate umpire a preliminary signal at 1:40 (2:00 for 2:25 breaks) in the event the PA. announcer fails to announce the first batter at the proper time.

Sounds to me like they're keeping time of play being stopped.
Is this a serious question?

They are keeping time to coordinate TV commercials with the first pitch of the next inning. What does that have to do with the status of the baseball?
