I am currently a LL Ump, & I am studying to do High School Games.
I just recieved The 2001 Baseball Rule Difference.
Under what set of rules does LL fall under, is it OBR?

Also if Bob is the proper batter, but Paul bats in his place & he grounds out, & the defense appeals does Paul's out stand or is Bob out & Paul bats again?

I do not do much LL, but I know there is a LL Rules book.

As for your situation, Bob is out and the proper batter after Bob would be up.

LL is based on OBR.

Little League does have its own Rule Books.
However, there are several divisions in LL
Ball and each has somewhat different rules.
Tee Ball, Minor League, Little Leauge, Junior
League, Senior League, and Big League. Some
minor, but noticable changes from division to
division. Also several of the regular season
rules change when you enter tournament play.

It's called "Batting Out of Turn" (or similar), but it should be called "Being Too Stupid To Bat When It's Your Turn."

It doesn[t have a catchy acronym, but it makes it easy to remember an apply the correct penalty.
