Dropped 3rd strike

R1 on 2nd, 1 out, strike 3 catcher drops the ball. Can B1 advance to 1st?

Yes. B1 can always advance when the catcher drops the ball and first base is unoccupied. If first base is occupied he is automatically out unless there are 2 outs in which case he can advance.

You say "drops the ball", do you mean he failed to catch the pitch, or he dropped the ball after the catch? If he failed to catch the pitch, then the batter can attempt to advance to first. If the catcher droped the ball after the catch then the batter is out.

Unless you're in Little League 12 and under where the batter may NOT go to first on an uncaught third strike under any circumstances.
