QUICK BALK RULING UNDER MAJOR LEAGUE RULES. PITCHER DOES NOT COME SET AND DELIVERS THE PITCH. BASE UMP CALLS BALK. THE PITCH IS DELIVERED-A STRIKE. RUNNER ON FIRST STEALS SECOND. WHAT IS THE CORRECT RULING. DOES THE PITCH COUNT?

The ball is dead, no pitch, runners advance one base without liability to be put out.

Take a look at OBR 8.05 (m) PENALTY.

I think what he probably meant was that in this sitch, there was no play in which the BR could have advanced, therefore the "no pitch" is that the strike is not added to the count.
