OBR 8.01a

I was reading the Official Rules of Major League Baseball 2000 the other day to prepare for the summer and try to brush up on the differences between FED and OBR. This rule, 8.01a, The Windup Position has an interesting secton that is in gray that states:

From this position (windup) the pitcher may

(1)deliver the ball to the batter, or
(2)step and throw to a base in an attempt to pick-off a runner, or
(3)disengage the rubber (if he does he must drop his hands to his sides)

Number 2 has me thinking balk if the pitcher toes the rubber to windup then steps with his non-pivot foot to first base and makes a throw. Am I missing something here or am I not interpeting this rule correctly. I am new to this site and think it is the best thing that I have seen since I started umpiring (1994).
