From this position (windup) the pitcher may

Number 2 has me thinking balk if the pitcher toes the rubber to windup then steps with his non-pivot foot to first base and makes a throw. Am I missing something here or am I not interpeting this rule correctly. I am new to this site and think it is the best thing that I have seen since I started umpiring (1994).

OBR: From the wind-up position the pitcher
may attempt a pick-off if he steps directly with his non-pivot foot toward the base before throwing, gains ground with the step, and has not begun any "natural pitching motion." (8.01a CMT 2)
