The motion to come fully "set" must be continuous, FED and OBR.

Reference:

J/R (Assumes "in-contact" pitcher and at least one runner)

"It is a balk if a pitcher

1. hesitates in or interrupts his motion to join hands, pitch, throw, or disengage. [8.01b] [NFHS 6-1-1]
"

J/R goes on to explain that a pitcher who begins the motion of coming set is not necessarily required to complete it. He may "change" his motion to coming set into a throw to a base or disengage as long as he does it "in a fluid and continuous motion".
