Must a pitcher's motion to come set be continuous? In other words, can he pause or studder while he is in the process of coming set?

FED and OBR rules please

The motion to come fully "set" must be continuous, FED and OBR.

Reference:

J/R (Assumes "in-contact" pitcher and at least one runner)

"<i><b>It is a balk if a pitcher</b>

1. hesitates in or interrupts his motion to join hands, pitch, throw, or disengage. [8.01b] [NFHS 6-1-1]</i>"

J/R goes on to explain that a pitcher who begins the motion of coming set is not necessarily required to complete it. He may "change" his motion to coming set into a throw to a base or disengage as long as he does it "in a fluid and continuous motion".

one I hadn't seen before
 
Pitcher is in "gorilla" stretch and stands up straight to take a deep breath, does not bring his hands together, does not move either of his feet. Definately NOT his normal move. He pauses a second, then comes set as he has done throughout the game.

Did I miss a balk?

Yes. The "pauses a second" is the balk.

depending on rules used gorilla arm could be balk too

In FED ball the gorilla arm is a balk.
