I observed a local highschool game the other day wher a runner was at second base. Hitter sent a ground ball up the middle runner never left base (Standing on it) ball hits runner and he is declared out by field umpire. Correct call?

Yes, ...
Yes this runner is out. The only time a runner is protected standing on a base is during an IFF situation
