Can some steer me to a post a couple weeks back on 3 man, or elsewhere I may find the mechanics?

Tourny is coming up and wanted to get refreshed on it to make sure we do it correctly. Don't do much 3 man here.

Or if someone can quote me the mechanic?

If you have the PBUC Umpire Manual, they have an excellent section governing three person mechanics. Use that but also follow the teachings of your association because even though there are manuals each association has their own "tweaks" to it.

The tourny is next week, I don't think I'll get in time.

I was hoping you could tell me when does U3 come in or stay out

There was a thread which Bob explained it perfectly.

U1 stays in A except:
  • with runner on 2nd --> B
  • With runners on 2nd and 3rd --> B

    U3 in D or C
