The purpose of this forum is discuss umpiring. It's true that occaisionally the discussion will drift to other baseball topics, but I suspect you might have misunderstood what the Baseball forum is for.

Haha, i could only see one reason why GK put that question here (assuming GK is either foreign or not very swift with baseball).

Don't think of the word "Official" as an umpire / authority figure in the title of this forum:

The Official Forum [for] -> Baseball

Like the "offical" fan club of Baseball.

Yes it is. However, it's a sports officials forum, i.e. the men/women who make the calls (balls, strikes, outs, fouls, travels, etc.).
