1st question -
False For reference see FED rule 8-2-7 " a runner need not vacate his base to permit a fielder to catch a fly ball in the infield, but he may not interfere ". 2nd question - True For reference see FED rule 3-3-1.g.5 " A coach, player, substitute, attendant or other bench personnel shall not: be in live ball territory ( excluding team's bullpen area ) during the opponent's infield practice prior to the start of the game. " The penalty sction of 3-3-1 shows the results which can include bench restriction or ejection.

An additional clarification;
Only a COACH can be restricted to the dugout in this case. If the offense is by anyone else the the penalty is ejection unless the umpires deem the infraction to be of a minor nature. If minor issue the warning and eject any subsequent violation. |
