I was wandering how you folks would call this...By the book or let it go as not deceiving anyone...
Runner on, pitcher in set position, bent over looking in for the sign with ball in throwing hand dangling straight down,with no movement,not at his side or behind him, raises up, stops and delivers.

We should all know what the rule states. In actuality, if no advantage gained or attempt to deceive is made, I don't pick this booger. If opposition complains, I am likely to provide warning to get it back to technically legal.
