Problem with that interpretation is that, with 2 strikes, a "foul ball ... gloved uncaught ...." is NOT strike 3.

A "bounced" pitch that becomes a foul-tip IS strike 3.

Per Evans, & Co., w/ 1st unoccupied or 2 out, B is OUT, and cannot run.

Per Roder, the same B CAN run, same as for any similar uncaught 3d strike.

I believe that Roder has the better of the logic based on the Rules, but since there is a lack of Official [as opposed to Authoritative] Interpretation, you pick 'em, and sell your choice: if you get protested [which I think unlikely] you have good authority to back either position.
