Had a pitcher Saturday place both heels against the pitching rubber while pitching from the full windup position. At the time I wasn't sure if this was legal or not. Don't have my book handy at the moment, but will look it up later. Anyone know if this was legal or not? Pitcher's team was losing big time so I didn't make an issue of it.

Technically a violation of 8.01(a) under OBR -- but it's a "don't do that" violation, so I'd ignore it.

Legal under Fed.
