Question Lefty pitcher throw to third or fake

Can a lefty pitcher, from the set position, with a runner on third, without releasing his pivot foot to the back side of the plate and not using a jump step, just a deliberate motion, throw to third? Fake too?
Or is it a balk?

Also, can a righty pitcher, from the set postion, with a runner on first, not unsing a jump step, without releasing his pivot foot back off the plate, throw to first?

Any conditions on this regarding the placement of the foot, shoulder turns, etc?

These probably sound like basic questions, but our umpire group differs on the answer so I am looking for outside opinions.
