Need to clarify a few things...

Situation: Runner on First, Count is 2 and 2. Pitcher doesn't come to a stop. Call the balk, but play isn't dead because the pitcher releases the ball.

Now what are the rulings for the following:

1. Hitter takes the pitch? I believe that you have no pitch, R1 gets second count is still 2 and 2.

2. Hitter swings and misses? I believe count is still 2 and 2, R1 gets second.

3. Hitter singles to RF, R1 to 3rd. Play stands since everyone moved up a base.

4. Count is now 3 and 2. Hitter takes the pitch, if the pitch is ball 4, then the hitter walks and R1 moves to 2nd. If the pitch is a strike then it is a no pitch and R1 goes to second.

Are the 4 situations above correct?

Correct on all 4 in NCAA and OBR. In FED a abalk is an immediate dead ball.

However, if you have a situation where the batter could attempt to advance on a dropped third strikes (2 out in the above cases), then he can. If he does, and all runners advance, then the balk is ignored.
