Jim Evans Annotated Rule Book

As far as I understand, Jim Evans' Official Baseball Rules Annotated is available only at the Academy and it can only be purchased by students of the Academy. It is not handed out to students.

Jim we have been hearing a lot about Jim Evans. One of the umpires I respected most and I believe his own peers as well was Steve Palermo. Has he written any books? Since he was an excellent umpire I'd be interested in his interpretations and knowledge.
