It's probably sloppy editing by NFHS. If Referee is wrong in the preseason guide again, then that might be a problem. I haven't gotten the 2019 rulebook yet, but it should be up on Arbiter.
I'd just return R1 to 1st, add a strike to B1's count, and put the ball back in play once the pitcher is legally on the rubber with the ball in his possession.
