pic off

Brain freeze time.
Runner on third, pitcher in the stretch/set position. He does not step back off the rubber, but fakes a throw to third.
Balk or nothing?

Only in leagues that use the newer OBR restrictions banning feints to third.

FED and NCAA: A feint to third is allowed. The pitcher must step as part of the feint -- if he just makes an arm movement, that's a balk.

OBR: A feint to third is not allowed.

Youth: Check your local listings. Some follow the "new" OBR ruling above; some still have the "old" OBR ruling, which is the same as the FED / NCAA above.
