pick off

Runner on first, pitcher tries to pick him off, but first baseman was way in for a bunt. Pitcher throws to first baseman....balk.
Same play (runner on third), but pick off attempt to third baseman (who is way in)...is it also a balk?

Yes in OBR. No in places where you can fake to 3B.
