Hand-to-mouth

Just curious: Is a hand-lick legal now if F1 "rubs it off?" Yesterday, I saw Injun Josh Tomlin 100% go to his yap several times while on the hill, followed by a wipe on his uni.

Has this rule changed?

Am I guilty of vicarious OOO?
