NC2A Women's Free Throw Lane

Got a interpretation problem. The NCAA rules book, rule 8, Free Throw, For women, it is understood that only 5 (max.) is permitted to occupy the lane spaces. The confusion sets in, is this statement, "Those 5 players are prohibited from MOVING from their original spot to another, even if that spot is not occupied." No mention if the means after or before the administering official hands to ball to the free thrower. Now, would that mean or (interpreted to mean) the spaces closest to the basket must be occupied by the defense, the spaces next to those spaces must be occupied and the 1 remaining space, either side of the lane, must be the one next to the offensive team space(s). This leaves the top 2 spaces closest to the free thrower open and should not be occupied. Little Help Please!! Thanks.
