I do not have the exact words but it says: For games officiated with 2 officials, on intentional fouls and Technical fouls, the non administrating official will stand at the midcourt with the nine remaining players to observe them better.

And does the statement just apply to where the official should stand? Or are the players lumped into the requirement of standing at the midcourt?
