Because there are only four options for a dog warning in the rules, and this isn't one of them. As Bob noted, the only rule remedy is a T, but it's for failing to hand the ball directly to the nearest official.
I've seen it called by a partner once in a JV game, and I think it was a good call under the circumstance. Timeout called, partner standing right next the player asked him for the ball, player looked at him and launched a shot from 20 feet away. Partner then advised the player to go get the ball, he turned and walked to his bench.
