(2) I don't read it as umpires being concerned about background checks, just "the specific location of such interpreters on the field of play shall be resolved by the umpire(s) during game play "?

(3) Do they really expect consistency with that?
Officiating takes more than OJT.
It's not our jobs to invent rulings to fit our personal idea of what should and should not be.
